In the year 2015, Xi Jinping, President of the People's Republic of China (PRC), called for a thorough reform of national defense and armed forces in support of a general goal of “Strong nation and strong military” and ensured that the concept of “Win in wars” could be realized. On the other hand, while the Chinese Communist Party (CCP) is constructing the Socialism with Chinese characteristics, seeking the great revival of the Chinese nation, adhering to a road of peaceful development, how to increase soft power and create positive impressions in the world are top priorities to the PRC. Based on the theory “Soft power” invented by the scholar Joseph S. Nye, the author attempts to investigate the strategic goals of “Strong military” and the political work of the People’s Liberation Army (PLA) during Xi Jinping’s presidency. In addition, from a historic perspective, readers would have a better understanding of the theories, organizations, thinking orientations, and development trends of the PLA’s political work. While confronting diversified military operations, the PRC has to deepen the reform of the national defense and military troops. Currently, the PLA’s political work is guided by the CCP’s military theory. Thus, how the PLA’s political work achieves the goal of “Strong military” and operates effectively becomes a subject of discussion. Moreover, the author analyzes the CCP’s deep reform of the national defense and armed forces as well as delves into the guiding thoughts of the CCP’s paramount leaders during each time period. The thesis shows that historically every CCP leader has the same thought derived from the same origin. The thought serves as a political heritage in the PRC’s history and helps to start a new page of Marxism’s military theory. After the 18th National Congress of the CCP, the author expects that the policies and important talks made by Xi Jinping would become Xi’s guiding thoughts of governance.
