While exercising public power, lobbying is the greatest obstacle that blocked the local governments from sustaining public security and safety.This kind of phenomenon is also considered as a chief defect that piled up in our society over the years.
The theory of planned behavior is used as the theoretical framework, to investigate factors that influenced people in Hualien County tobuild illegal constructions.The study aims to analyze people’s attitude toward illegal constructions,the subjective norms,the perceived behavioral control and the relation between behavior intention and the actual behavior.
Reviewing the existing domestic literatures referring to illegal constructions,most of the studies are qualitative in nature or through general descriptive statistics analysis to analyze factors that lead to illegal construction. Few studies discussed about how the psychological factors of the general public influenced the behavior of building illegal construction.Therefore, this study was conducted during March 20 to March 31, 2017, using online questionnaire as instruments to invite people living in Hualien County as participants. The purpose of the study intended to investigate factors that leads people to build illegal construction.
The results showed that the factors influencing the intention of building illegal constructions are people’s attitude, subjective norm and perceived behavioral control.The factors that affect the behavior of building illegal constructions are perceived behavioral control and the behavior intention of illegal constructions.
Moreover,the survey indicated that metal rooftop attics, illegal windows add-ons and balcony extension are the top-three kids of illegal construction. Furthermore, the problem of billboard advertisingas illegal construction in Hualien City are more severe than Ji'an Township and Sin Cheng Township.
