Owing to global warming, climate change and other factors, rainfall patterns have been different from the past. Instant heavy rainfall caused overloading of some water conservancy facilities, and often produce flooding. Therefore, it is an important task for flood control to consider the impact of engineering measures on prevention and mitigation function, and to cope with the non-project contingency measures to enhance the overall ability of disaster prevention and reduce the impact of floods on people's lives. In this study, the flooding area of Chiayi County is the main research area, the relevant rainfall in Chiayi County, the disaster records and the existing disaster prevention facilities and other information are collected. The regional rainfall and risk and vulnerability analysis are carried out. Finally, the risk matrix analysis is carried out to obtain the community with urgent need to set or enhance the concept of self-disaster prevention or hardware and software facilities in the region. The results show that the risk level of Taibao City, Fanlu Township, Singang Township, Dongshih Township, Yijhu Township and Lioujiao Township is very low. The low risk area includes the Budai Township, Shueishang Township, Jhuci Township, Sikou Township, Puzi City and Jhongpu Township is also less urgent to set up or set the disaster prevention and hardware of the region. The Jhongpu Township is at high degree of risk and the third in Chiayi County flood area to increase the autonomous disaster prevention community set up. Minsyong Township is at high to a very high degree of risk and the second in Chiayi County flood area to increase the autonomous disaster prevention community set up. In Chiayi County flood area, Dalin Town is with the highest level of risk, the risk of a very high degree of risk, and is by far the most need to set up independent disaster prevention Community, both in natural and man-made factors need to strengthen disaster preparedness. The priority can be set up or strengthen independent disaster resistant community to achieve disaster reduction and prevention.
