In this study, questionnaire survey was conducted. The subjects are 540 teachers of Elementary and Junior High Schools in Chiayi area collected from 40 schools in the 105th academic year. 489 questionnaires are available with 90% of response rate. The questionnaires are analyzed and processed by descriptive statistics, t test, one-way variance of analysis, Pearson’s product moment correlation. According to the analysis results, it is concluded as: 1. For the teachers of the Elementary and Junior High Schools in Chiayi area, the current situations of the teacher leadership are in good conditions, in which the "improve student learning" variable is the best. 2. For the teachers of the Elementary and Junior High Schools in Chiayi area, the current situations of the professional development are in good conditions, in which the "professional spirit" variable is the best. 3. For the teachers of the Elementary and Junior High Schools in Chiayi area, their leadership 4 differences under different context variables will be affected by factors including school system, service year, professional position, teaching certification, school scale and school age. 4. For the teachers of the Elementary and Junior High Schools in Chiayi area, their professional development differences under different context variables will be affected by factors including school system, teaching certification, school scale, school location and school age. 5. For the teachers of the Elementary and Junior High Schools in Chiayi area, their leadership will be affected by professional development; that is, the higher sense of their leadership, the better performance of their professional development.
