The study employed the survey research method. The questionnaires were mailed to 330 preschool educators in public and private nonprofit kindergarten in Tainan City. A total of 295valid samples were obtained. The collected data were analyzed by descriptive statistics analysis, t-test, one-way ANOVA, and Pearson product-moment correlation analysis using SPSS 21 The major findings of this study were summarized as follows: 1.The strategies of preschool educators applying picture books were based on the core of the curriculum and extended reading experiences of the classes to improve children’s reading behaviors. 2.There were significant differences on selecting picture books of the preschool educators in Tainan City on affiliation, education background and position; however, there were no obvious differences on ages, number of children, and seniority. 3.There were significant differences on teaching strategies on picture books of the preschool educators in Tainan City on ages, number of children, affiliation, and education background; however, there were no obvious differences in seniority, and position. 4.There were significant differences on promoting reading behaviors of the preschool educators in Tainan City on ages, number of children, and affiliation; however, there were no obvious differences on seniority, education background, and position. 5.There was the significant positive correlation between applying teaching strategies by using picture books and promoting children’s reading behaviors.
