Firstly, a systematic literature review was conducted to analyse the theoretical foundations and the related academic works. Concerning its empirical dimensions, the questionnaire survey is adopted in this study. The research employs a Likert-type 5-point ordinal scale for the variables of the facet measures, covering all academic and non-academic staff members (excluding part-time lecturers) of New Era College, as the main study population. 101 copies of the questionnaire are sent out, and 86 of them are returned. The questionnaire consists of five parts; background details, communication media, communication within timeframe, democratization of communication, and communication climate. The data analysis will be carried out using SPSS for Windows 20.0, as well as the interpretation of the statistical analysis with one-way ANOVA and Pearson product-moment correlation. The major findings of this study are briefly summarized as follows; 1. The current organizational communication practices at New Era College is above medium grade. 2. The statistical discrepancy exists between the essential factors for an organizational communication among the staff at New Era College. 3. A positive correlation exists in the essential factors for an organizational communication among the staff at New Era College.
