Based on a panel dataset of 33 OECD members and 34 Non-OECD countries during the 2004-2013 period, empirical results are similar when the R&D activity is measured by R&D expenditure or R&D intensity. Per capita GDP and human capital are two key factors that are significantly positive related to R&D activity for all countries. FDI is negatively related to R&D for only OECD members, whereas freedom index has a significantly positive on R&D for only non-OECD countries.
