A total of seven research purposes: (1) to understand the relationship between role of personnel conflict and burnout. (2) to understand the relationship between role of personnel conflict and the trend of quitting job. (3) to understand the relationship between the role of personnel staff conflict and job satisfaction. (4) to understand the relationship between authoritarian leadership and burnout. (5) to understand the relationship between authoritarian leadership and departure. (6) to understand the relationship between authoritarian leadership and job satisfaction. (7) to discuss the moderating effects of authoritarian leadership on the role of personnel staff conflict and his or her working attitude. The research tools of this research have developed mature and structured questionnaires for domestic and foreign scholars. The questionnaire contains the personal background information, the personnel role conflict, burnout, job satisfaction and the evaluation of the leaderships’ styles from double affiliations. The research object is the full-time personnel staff of the institutions affiliated to the government of Changhua County. A total of 200 questionnaires were given away and 190 valid questionnaires got responded. The questionnaires were analyzed by SPSS 20.0 statistical software, and the quantitative statistical methods included descriptive statistical analysis, reliability analysis, correlation analysis and regression analysis. The results of the data analysis are as follows: (1) The higher the degree of role conflict of personnel staff is, the higher the burnout is. (2) The higher the degree of conflict of personnel staff is, the higher the trend of quitting job is. (3) The higher the degree of conflict of personnel staff is, the less the job satisfaction is. (4) The more serious the authoritarian leadership is, the higher burnout is. (5) The more serious the authoritarian leadership is, the higher the trend of quitting job is. (6) The more serious the authoritarian leadership is, the less job satisfaction is. (7) The authoritarian leadership from leaders has no moderating effects to the personnel staff’s role conflict and the working attitudes. Last but not least, the researcher based on the results of the research, makes recommendations to personnel staff, their dual relationship between the leaders and colleagues from two affiliations, and the related suggestion from follow-up researchers, and the researcher expects this research recommendations are helpful for the future development.
