Summary: | 碩士 === 國立暨南國際大學 === 非營利組織經營管理碩士學位學程在職專班 === 105 === By investigating the implementation of ‘the Program of Humanity Innovation and Social Practice’, this study aims to explore the developmental context, contributing and hindering factors of collaboration between university and indigenous tribe, and to propose suggestions for their future development. The qualitative research method was taken and 8 stakeholders related to the Program were invited to join individual depth interview. The main findings include:
1. The developmental context of collaboration between both parties experienced preparatory, formal operation and transformation stages.
2. Factors contributing to the collaboration include ‘geography accessibility’, mutual respect, understanding and trust’, ‘flexibility’ and ‘adaptability’ in the process of management and decision making, ‘sufficient communication’, ‘collaborative commitment beyond goals’ and ‘facilitative leadership’.
3. Factors hindering the collaboration include ‘argument about who represents the tribe?’, ‘insufficient communication between internal organizations of tribe’, ‘limitation of law framework’ and ‘lack of continuity in resources’.
According to the findings and discussions, this study proposes some suggestions for the future development of collaboration between university and tribe. For tribe, the tribe needs to accumulate their social capital, to reinforce tribal energy and capacity, and to strengthen communication between internal organizations. For university, the university needs to check and remedy regulations related in order to create a friendly and comprehensive collaborative relationship with tribe. The university also needs to institutionalize the collaborative mechanism with tribe. For government, the policy making related to collaboration between university and tribe should be with flexibility and continuity.
