In this study we tested whether these nation-wide programs are stimulus for learning achievement and reading habits. One thousand and fifty-three reading program participants in Taichung City Dade National Primary School were questionnaire analysis. The overall effects of Bookstart program and Online reading certification program on learning development. This study analyzed the collected data with various statistical methods: t-test, one-way ANOVA, Scheffé methods, and multiple regression analysis. The researcher categorized, analyzed, and integrated these findings. The results were summarized as follows: 1. Taichung City Dade National Primary School Parents are highly sure about Bookstart and online reading certification programs. 2. Taichung City Dade National Primary School Parents on Bookstart and online reading certification program can train children to read habits and enhance academic achievement with a high degree of recognition. 3. Taichung City Dade National Primary School parents have different background changes on the Bookstart of the views of a significant difference. 4. Taichung City Dade National Primary School parents have different background changes on the views of online reading there are significant differences. 5. Whether to participate in Bookstart or online reading certification program has a significant difference in academic achievement.
