Local government confronting with the competitions and challenges from major cities and regions around the world wishes to promote political, economy and society development by taking advantage of to adjust jurisdiction area or to enhance administrative structures. Adjusting administration areas has being the main approach to improve city competitiveness. There are six metropolitan city governments in Taiwan now. former Taichung City and County were merged as Taichung City; former Taipei County was reformed as New Taipei City; former Tainan City and County were merged as Tainan City; and former Kaoshiung City and County were merged as Kaoshiung City in 25th December, 2010. Four years later, former Taoyuan county was reformed as Taoyuan City in 25th December 2014. These metropolitan city governments play the core development engine for respective region. However, can a small city located within the region have a development vision and strategy different from the core metropolitan city? Small cities nearby the metropolitan cities have encountered the crisis of marginalization due to the magnet effects of the core metropolitan city. People, funds, resources and employment opportunities are attracted to these cities. This research is based on a case study which attempts to address how a small city (Nantou City) located nearby the Taichung City develop its own development strategy. The analysis focus on four development aspects: social, financial , industrial, constructional aspects. Furthermore, three research methods—secondary data analysis, focus group interview and Q method—have been adopted to established small city development framework. This study attempts to analyze the development framework of “ Small City” and the border zones in the city regions area. How should a small city defines itself in the position, and look for their unique "selling point" by virtue of their own conditions, in order to be able to seeking its own direction in the fierce competition.
