Summary: | 碩士 === 國立暨南國際大學 === 公共行政與政策學系 === 105 === The global aging effects are developing without doubt. The aged population and aging index have been dramatically increasing due to declining fertility rates and rising life expectancy. Societies are classified into aging society, aged society, and super aged society, when the proportion of aged population to entire society reaches 7%, 14%, and 20%, respectively. According to the report of the population estimation from Council for Economic Planning and Development (CEPD), it only takes 25 years for Taiwan society to develop into aged society from aging society. Comparing to the development time of Europe and U.S., 50-100 years, the aging speed of Taiwan society is incredibly fast. Furthermore, it will only take Taiwan society 8 years to develop into super aged society from aged society. The report from CEPD reveals that the time for Taiwan to deal with ageing population is very short. These backgrounds motive this research to achieve following objectives:
1. Reverse the negative image of aged society.
2. Help the aged people live locally and happily with good health, dignity, and independence.
3. Improve the sense of responsibility of local governments about aged society.
In this research, the community development associations and community care centers for the elderly in 2 towns of Nantou were qualitative studied. Through individual interview
and literature review, this research reveals the situations, difficult positions, results, and future works about driving active ageing in Taiwan, and proposes practical conclusions, as references for governments and companies when they are planning for active ageing.
Finally, this research give some advice to local governments and community care centers for the elderly in both policy and practical orientations, as following:
In policy orientation: (1) building platforms for volunteer service to develop human resources; (2) creating sustainable financial resources by developing community characteristic; and (3) making local governments as executives of the plans of community care centers.
In practical orientation: (1) striding across the estrangements between different sects and uniting community consciousness; (2) promoting associations to form an alliance; (3) building platforms of public-private partnerships for the elderly to perform their values.
