However, consumer acceptance is crucial to the continuing success of a sustainable transportation. According to the IEA penetration rate of electric vehicle into the world's major cities, the target rate is less than 10%. This study is to find out the bottleneck of electric vehicle development, with available references and interviews of experts, and summarizes the lack of electric vehicle charging, as well as consumer acceptance could be the major difficulty. This study also promotes the electric vehicle development by using TRIZ method, physical contradiction and substance-field analysis methods. The conclusion is create green low carbon development demonstration area. The key point is the stakeholders of government, enterprises, and general public agree with the goals of low-carbon demonstration area development through the establishment of partnerships. Also, states policies and governmental helps play an important role to advocate electric vehicle development and create green ocean strategies by mutual benefits with win-win situation.
