However, there is no method to evaluate the importance and effect brought by the implementation of the indicators. This study established an Input-Output-Outcome Model for evaluating the importance of sustainable indicators. With the established model, sustainability indicators can be evaluated systematically. In the model, the inputs, outputs, and outcomes were taken into consideration for individual indicators. The input stage includes the efforts, costs, resources devoted to achieve indicator requirements. The output stage refers to the products, byproducts, wastes, and emissions produced right after the indicator requirements are fulfilled. The outcome stage refers to the influences, benefits, impacts caused by the implementation of the sustainable initiatives or indicators. There are 4 work items or effects in each stage, and 12 in total. The inputs, outputs, and outcomes of the indicators are evaluated according to the 12 items and the corresponding scores given. The sum of the scores in the items represents the weight of an indicator. With this model, the comparison between the original and evaluated weights can be done for a sustainable rating system. In this study, the Greenroads rating system was evaluated by using this model. The results showed that, in Greenroads system, the indicators of Material and Design categories have the highest correlation between the original weights and evaluated results. On the other hand, the indicators of Access and Livebility have the lowest correlation, which means that the weights of the indicators might not be reasonable.
