The substaintial risk to humans and environment is still not fully discovered. However, the current known effects on human health are quite frightening, such as causing deadth to the wildlife, cancers to human beings and thyroid disease. It shows the dioxine deserved great efforts to control. The main reason creating dioxin is using high temperature treatment on chlorine-containing substances. The main pollution sources are air pollution and secondary pollution from waste.  In international regimes, both the Basel Convention and the Stockholm Convention aim to control dioxin from pollution sources. The former control anthropogenic produced dioxin and the latter manages dioxin released by waste. The two conventions joined to make recommendations on the reduction and treatment of dioxin. This thesis sequentially introduces the procedures of pollutant incorporation control, methods for estimating the degree of contamination, and related documents to promote the reduction of dioxins emissions from pollution sources, and properly management to dioxin waste.  Through analysing these relevant guiding principles and regulations on the two conventions and further comparing the actual conditions of Taiwan''s current environment regulations. This thesis found Taiwan''s relevant environmental regulations are quite adequate for dioxin control. In terms of emissions to atmosphere, the environmental monitoring data and stationary pollution sources monitoring data show the considerable effectiveness after the gradual implementation and enforcement of the dioxin emission standards. However, there is still considerable room for improvement. This thesis suggested amendments on the related environmental regulations including (1) the nomination and review mechanism on adding additional pollutants, (2) the authorized agency is obligated to produce and publish pollution inventory, (3) the authorized agency shall cut down the existing emission standards and adjust the authority of reviewing emission permit under the Air Pollution Law. In terms of waste control, Taiwan''s standards are much more stringent than both Conventions and generally sufficient to protect the environment. However, it could be improved by giving clearly definition on hazardous waste disposals and verifing the related regulations regarding industry waste disposals and general waste disposals.
