With the frequently food safety problems, consumers pay more attention to food safety. Now production of high quality and safety tea has become an important goal for tea industry. To explore the relationships of factors that influence the tea quality and safety in Taiwan, we applied decision-making trial and evaluation laboratory (DEMATEL) to find out the most important factor and summarized four factors: cultivation ability, business management ability, marketing ability and government ability. However, the indirect relation matrix of a traditional DEMATEL is always far greater than its direct relation matrix. It’s unfair and inaccuracy. To modify the indirect relation matrix, we used modified DEMATELs. which are the shrinkage DEMATEL, the balanced DEMATEL and the orders DEMATEL. At the same time, we simulated data to compare traditional DEMATEL and modified DEMATELs with Liu''s validity index. The questionnaire results showed that the modified DEMATELs could effectively reduce the indirect influence matrix. And the reason factors influencing the tea quality and safety were government ability and cultivation ability.
