Recent years, Taiwan SMEs tend to internationalize, due to this, enterprise would create more resources and financial flow through international connection, hence, enterprise could grow up business. However, Taiwan SMEs lack experience about internationalization and operation resources. By entering international market, Taiwan SMEs could increase resources, abilities, and keep internationalizing because of network relationships and external information. Dynamic international market forces enterprise to readopt, rearrange, and renew resources to decrease uncertainty. Therefore, dynamic internationalization capabilities become necessary requirement of entering international markets. However, effect between dynamic internationalization capabilities and international performance is still uncertain. Besides, few researches discuss about how capabilities form. Therefore, this research aims to discuss Taiwan SMEs’ network connection and market information obtain whether become dynamic internationalization capabilities or not. Furthermore, we discuss the effect on international performance as well. This research use external resource to build structure and discuss how dynamic internationalization capabilities affect international performance during internationalizing process of Taiwan SMEs. Using network relationships and international market orientation as antecedent variables, this research discuss whether obtaining network relationships and market orientation information would transform to dynamic internationalization capabilities and affect international performance or not. This research segments dynamic internationalization capabilities into international exploration capabilities and international exploitation capabilities, and test how Taiwan SMEs develop capabilities through trust, commitment, and sharing of network relationships. Consequently, this research contributes to enterprise. This research issued 1082 questionnaires to survey managers of Taiwan foreign investment SMEs. Using descriptive statistics, variance analysis, multiple regression analysis, and SEM to analysis. Results reveal trust and commitment are positive related with international exploration capabilities, sharing is negative related with international exploitation capabilities, international market orientation is positive related with both international exploration capabilities and international exploitation capabilities, international exploration capabilities are positive related with international performance.
