The traditional Data Envelopment Analysis (DEA) in literature is a widely-used assessment approach for measuring efficiency but performance measurements among sub-units or sub-systems of a decision-making unit (DMU) have been ignored by many studies. In practice, different divisions in a hospital offer the healing process for many patients. Many previous studies, however, have ignored the efficiency or effectiveness measurement among divisions of a hospital unit. In addition, the undesirable outputs; for example, death or pollutant caused when offering the service to a patient. The undesirable/ bad outputs have usually been neglected by most studies which only concerned about measuring performance with desirable outputs. It then leads to the inaccurate performance measurements. This study therefore proposes an efficiency and effectiveness measurement framework for a hospital unit; and applies network slack-base measure model to evaluate the efficiency and effectiveness with and without undesirable outputs.
