Summary:碩士 === 銘傳大學 === 都市規劃與防災學系碩士在職專班 === 105 === In order to effectively assist the operation of city disaster plan towards overall city plan review, and to make the contents of city planning meet the "city planning regular review and implementation" regulation, this study selects a city planning area (at the township level) as the case study subject for disaster prevention in city planning review. This study uses "disaster reduction plan" and "preparation plan" from the "regional disaster plan", and the geographical information system from the National Science and Technology Center for Disaster Reduction (NCDR) in the implantation of the city planning review process. This study is based on land security and ecological rehabilitation, and aims to provide disaster prevention strategy planning, to construct a sustainable ecological coexistence living area from the aspect of disaster management. It uses environmental sensitive areas to demonstrate land usage constructs, to serve as reference for city design and land usage management in the future, in order to achieve the substantive development benefits of the study area. This review principle of this study is based on the principle of disaster management. However, considering the history of the disaster area and the sensitive distribution of the environment, the study only reviews the disaster mitigation, preparation, and response in face of change. Therefore, the basis and research process of this study is significantly different from the traditional planning theory. The main contribution of this study is to assist city disaster prevention implantation in disaster problems and its social and economic fragility during city planning. In addition, it puts forward disaster prevention planning ideas and other practical operations for future city planning, providing a disaster prevention space planning case to the government and related decision-making units and stakeholders, and serve as a reference for city policy developments.
