It is hoped that the administrative institutions introduce professionals to carry out the public tasks of the Government in order to strengthen the capacity of public servants to implement public policies. Taipei Symphony Orchestra was established in 1969, from the establishment of the past has experienced many organizational reforms. It’s positioning and business model is limited by the public sector, so that lack of competitiveness, it is necessary to review. However, our government is actively promoting organizational reengineering, for the public cultural and educational institutions, is to be required the establishment of administrative institutionssystem regulations, even before the draft of the administrative law has passed, National Zhongzheng Cultural Center operates on an administrative institutions system. This research hopes to analyze the existing operational experience of adminis-tra-tive corporatization, analyze the feasibility of the corporatization of Taipei Sym-phony Orchestra and put forward good policy recommendations for the important ref-erence of the future management mode of the competent authorities. To improve the plight of Taipei Symphony Orchestra, the corporatization is not the only way, nor the short term can achieve the goal.So the expansion of organization’s function, making the necessary public investment more economically efficient. It’s might be the fundamental solution. Actively promote the orchestra specialization, strengthen Taipei Symphony Orchestra for the positioning of the capital band, and gradually change the domestic arts consumption environment, and gradually change the domestic art consumption environment. Changing the system and improving the quality. So that Taipei Symphony Orchestra accumulate energy to cope with the future trans-formation.
