Although Taiwan medical technology is well-developed, along with aging issues and public health levels improved, the medical costs is increasing relatively. People who cannot afford the commercial medical insurance, they are also under the pressure of medical expense. Therefore, how to address their medical needs and can pay less premiums is the purpose of this study, we expect that this study can find out whether the insurance cooperatives access medical insurance. This study used sampling survey to test for the frequency of use, cross analysis and correlation analysis. Using SPSS20.0 for statistical tests, the results found that the respondents were not completely misunderstand the health insurance cooperatives. The study showed that the employees who engaged in the financial services industry have a higher cognitive of the health insurance cooperatives, most of the respondents are not very familiar with the concept of the cooperatives. However, the middle and low income earners still prefer the health insurance cooperatives, they think that using the mutual way of health insurance can reduce expenditure, reducing the burden on the financial pressure, From the above, using the health insurance cooperatives to operate the medical insurance is feasible.
