This is particularly so due to the limited resources available in order to provide quality health care services to meet the needs of citizens. In addition to this, these developing countries have little or no standard procedure with regards to the proper collection, management and use of medical information within their health care systems in order to improve health outcomes. Taiwan being among the few developed countries with a highly-praised health care system worldwide, has taken different approaches in terms of providing quality health care services to its citizens through the use of advanced technology which is considered one of the key strengths under Taiwan’s health system along with the use of an electronic health record system. Lessons can be learnt from Taiwan and other countries’ experiences, pinpointing the best practices which can be adapted at a developing country’s level. This study is geared towards focusing on the benefits of EHRs and the key resources needed for the successes of adapting this new system in developing countries. This research consists of 27 reviewed papers related to the resources needed for an implementation of HER. In the analysis, the results showed that the major subjects mentioned in the articles were technology, standards, human resources, data safety and privacy and sharing. El Salvador scored an overall 36% in terms of recourses’ availability in a new assessment carried out by the author, and this is considered as “not adequate” based on the assessment tool developed by the HMN and its Framework. We can conclude that the situation in El Salvador has not had significant changes over the years (From 2008 to 2017).
