Summary: | 碩士 === 高苑科技大學 === 經營管理研究所 === 105 === This study aims at exploring the practical needs and expectations of people in the remote areas, as well as the cause of the gap in the public services of the government organizations. From the perspective of Hermeneutic Phenomenology, the researcher attempts to present the life uniqueness and subjective experiences of people in the remote areas, and to interpret the profoundness within those experiences. In this study, the semi-structured interviews on the sixteen local people of Nanhua District in Tainan City are conducted by the method of Thematic Analysis of Qualitative Research to analyze the collected data. The analysis results are as follows: the research participants express six needs and expectations, including “the overlapping of the unique geography combined with the torture of the remote-area life”, “the anxiety of aging, the worsening of young adults’ career arrangement, the warning of the low birth rate, the pressure of the New-Taiwanese people’s life adaptation”, “the unsolving condition on the cancellation restrictions in the reservoir and headwater protection areas”, “the accumulating problems caused by the frequent torrential rains and droughts”, “the discrepancy on the expectations of the services lacking in mutual reflection and understanding”, and “the collaboration and interaction of public-private partnership leading to the prosperous development of Nanhua District”. In addition, the research participants propose seven models of the gap on the quality of public services of government organizations, including, “the gap in the neglect of the public services for people’s needs and expectations”, “ the gap in the public services about people’s worry and priority”, “the gap in the land use and tribes arrangement”, “the gap in the local and non-operative industry”, “the gap in the cultural mode transition”, “the gap in the industrial roads collapse, the torrent rectification and the farm road identificaiton” ,and “the gap in the tourism development”. In the conclusion, this study proposes advice to fill the gap lacking the perspective of the remote-area users, and to establish the reference for the legislature and administration on the evaluation and promotion of policies relevant to services in the remote areas.
