There are three main goals of the TDP draw up by Ministry of Economic Affairs, including "to optimize industrial structure ", "to enhance additional value ", and "to promote international market position", and each goal has two indicators. Since company size, research category and R & D capabilities will affect the effectiveness of government R & D subsidies to corporate innovation activities. This study use Analytic Network Process (ANP) to explore the priority of the key indicators of TDP to see how these indicators influence the effectiveness of government subsidies to corporate competitiveness in central and southern counties. This study uses the data of "Local Industry Innovation Program", from 2008 to 2015, to analyze the performance on each indicator by different corporates in different counties of central and southern Taiwan.The results show that "to promote international market position" ranks first among all goals of TDP to influence the competitiveness of corporates in central and southern counties of Taiwan. However, the results of the empirical study found that there is not enough investment on the indicators of the goal "to promote international market position" by the government, resulting in the poor performance of central and southern counties. Therefore, this study suggests that the government could plan a proper subsidy program for industries and to encourage R&D institutions to set up an international cooperation unit to help corporates to achieve the goal of "to promote international market position". The findings of this study provide advices on the design of industrial development policies.
