It is the locomotive for Taiwan’s national economic development. In 1973, Taiwan started to develop the steel industry as one of the “Ten Major Construction Projects,” which helped to lay down the foundation for the economic prosperity in Taiwan today. In recent years, the performance of Taiwan’s steel industry has been negatively impacted by material costs, product competition, and other factors. This research aims to build a research model to investigate Taiwan’s steel industry to see how the industrial environment affects the organizational capabilities and business performance, and how the organizational capabilities affect the manufacturing strategies and business performance. It also studied the mediation effect of the organizational capabilities and manufacturing strategies in this research model upon business performance. Furthermore, it also used steel production equipment as the manipulating variable to study its effect on the organizational capabilities and business performance. This research used questionnaires to collect data and utilized the Structural Equation Model (SEM) method to conduct data analysis. The empirical research results indicated: 1. Industrial environment has a positive effect on organizational capabilities, but no significant effect on business performance; organizational capabilities have a positive effect on both the manufacturing strategies and business performance; and, manufacturing strategies have a positive effect on business performance. In addition, through using the nested relationship model to analyze organizational capabilities and business performance, it was found that the organizational capabilities have a larger effect on business performance for enterprises that can produce smelting equipment than those who do not. 2. The mediation effect that the industrial environment exerts through organizational capabilities has a significant correlational effect on the manufacturing strategies. Moreover, the mediation effect that organizational capabilities exert through the manufacturing strategies has a significant correlational effect on business performance. Therefore, the enhancement of organizational capabilities is the most crucial factor for the improvement of manufacturing strategies and business performance. 3. The empirical test results from this research on Taiwan’s steel industry showed that the industry environment does not totally affect business performance. Therefore, it is recommended that, Taiwan’s steel industry should strive to improve its organizational capabilities in its operation and management in order to be able to gain insight into and overcome the changes in the industrial environment, to enhance the applications of manufacturing strategies; and, to improve business performance through the proper use of manufacturing strategies.
