From the early respect for teachers to professional expectations, resulting in professional development of teachers becomes the focus of attention. Teachers work at the grassroots level that is facing great challenges. First, implement the government’s established education policy and the completion of the school delivery tasks; the others, not only need to take into account the student’s learning situation, but to meet the expectations of parents. The heavy teaching work is bound to cause the pressure of teachers, so this study intends to national primary school teachers’ professional development evaluation and happiness to carry out research. In this study, quantitative questionnaires were conducted for teachers; questionnaires were issued 460. The statistical methods include narrative statistical analysis, reliability analysis, t test, analysis of variance and regression analysis. The empirical analysis shows that there is a significant positive correlation between “curriculum design and teaching” in the professional development evaluation of teachers and the relationship between “happiness”. There is a significant positive correlation between “class management and counseling” in the evaluation of “professionalism” in teacher professional development. There is a significant positive correlation between “research development and learning” in the evaluation of “professionalism” in teacher professional development. There is a significant positive correlation between “professionalism and attitudes” in the evaluation of “professionalism”. The contribution of this research can provide academic units in the process of professional development evaluation, teachers need to bear the government policy, school policy, education and face the expectations of parents in the process, how to take a holistic view of the feelings of inner happiness.
