Library is not only a treasure of knowledge transition, but also an important base for introduction of education resources and issues to campus. Therefore, library has the reputation of “Heart” of campus and the importance of library is self-evident. After Taiwan’s recovery, the development of libraries in elementary schools can be traced back to 1965. In 1965, “Library Equipment standard” in “Equipment standards for primary and junior high schools”, which was announced by Ministry of Education, regulates that every school should establish library. Although the resources of elementary school libraries kept increasing with the plan of Ministry of Education, library was still categorized as an Equipment administered by Office of Academic Affairs, lacking of positive management strategies. In 2001, Office of the President enacted “Library Act” and promulgated the aim, task, and key users of establishing “libraries in primary and junior high schools”, promoting all sectors of the community to actively plan and advocate library user education and reading education. Thereafter, a library started to have functions of teaching support and reading guidance and have more positive management strategies.
To respond the contemporary demand, new type library is not an “Equipment” of school for borrowing or returning books anymore. It has become a teaching partner which can combine courses and provide information as well as technological media. The function of education, which keeps abreast of the times, can not only provide teachers and students with favorable learning resources, but also become an integration center of social issues at school. Through the school library user education, library could fulfill the function of “Heart” of campus. Library could integrate learning resources and introduce them into campus through multiple ways. Thus, teachers could prepare subject courses efficiently and create a favorable and multilevel learning situation, promoting students to learn in the library spontaneously.
The main purpose of this study is to investigate the change of operation profile, space arrangement and reading guidance strategy after the space reconstruction of library in traditional elementary school, and to plan library user education on the subject of multicultural education. Through the study, we expect that we can understand the historic orbit of reconstruction of school library, activate library user education and promote reading habits. We will make the library fulfill itself as the heart of campus and become a base for student learning and a treasure of teaching resources for teachers, improving reading literacy of students and achieving the target of lifelong learning.
