From the past to collect rare animals for the royal family to show off and to appreciate, and gradually evolved into conservation, education and research functions as the main targets. In recent years, the Taiwan Zoo has been providing entertainment as well as conservation and ecological education as a development target. However, these two kinds of work efficiency are deeply concern and criticized by the animal protection group and all works of life. It is suspected that the zoos sacrifices animals’ welfare and not fulfill the conservation and education responsibility. First of all, according to the status of the zoo, official website information, negative news events, and visits to various public and private zoos in Taiwan, summed up the current situation in Taiwan Zoo has three major problems by the Animal Protection Associations: I. Wildlife welfare issues in captivity; 2, the zoo management issues; 3. The effectiveness of zoo education and conservation. This paper discusses the moral controversy of captive wild animals in the zoo based on Singh’s animal emancipation theory and Reagan’s animal rights. To assess the various functions of the zoo from the perspective of animal welfare and to reflect on the pros and cons of modern zoological care and education. This paper first proposed to completely abolish the exploitation of animals and joking behavior that made by mankind. Stop the performance of animals and to abolish commercial activities that only abolish and confine animals for the private good of mankind. Finally, The future should be developed zoo law to establish a complete zoo evaluation system. From "a small amount, and localization " in this direction of the transition, to receive injured wildlife conservation and as a primary target for the rehabilitation of endanger species. Express protection of a species must return to a healthy ecological environment from the start, at this time, the name "zoo" disappeared completely in history. More expect people to do a good job of environmental protection and wildlife rehabilitation work, so that all animals can live in their own habitat freely.
