Also, the relationship and predictive power of it is discussed. The official teachers of 15 public high schools in Keelung is our research object. The stratified random sampling was taken as a way to issue 280 questionnaires. After that, 275 questionnaires were recovered, of which 261 were valid questionnaires, and the effective questionnaire was 93%. The results of the questionnaire were analyzed by descriptive statistics, t-test, one way analysis of variance, Pearson product moment correlation and multiple regressions. According to the questionnaire results, the following conclusions are summarized: 1. The present situation of junior high schools principal’s positive leadership in Keelung City was perceived at an intermediate level. A school with principal’s positive leadership usually results in better atmosphere and performance. 2. The current status of junior high schools’ school effectiveness in Keelung City was perceived at an intermediate level. A school in this level results in better performance of teachers’ profession and growth. 3. Male teachers and the school size of more than 31 classes of teachershave much more awareness of the principals’ positive leadership. 4. Male teachers, teachers with administrative duties, and the school size of more than 31 classes of teachers have much more awareness of the school effectiveness. 5. Keelung City junior high Schools principal’s positive leadership and school effectiveness are positively correlated. 6. The relationship between Keelung City junior high Schools principal’s positive leadership and school effectiveness is predictive, and the more positive sense is cultivated, the better predictive force is. From the results of the study, the curriculum of the positive leadership is recommended to be applied at school more often to enhance the knowledge and abilities of the principals and the teachers. At the same time, the principals should also be familiar with the deep meaning of education, and work together with teachers.
