Summary: | 碩士 === 輔仁大學 === 非營利組織管理碩士學位學程在職專班 === 105 === The purpose of this study is to explore the performance indicators of the implementation of public sector for environmental education and research. It aims to find suitable levels and projects for non-executive environmental business units. The employees of High-speed Rail Bureau are the object of the study. The researchers interview ten subjects who are deeply involved in environmental education to discuss the purpose of environmental education, as well as using the social marketing 4P as the structure to explore the needs and motivation. Using the Schwartz’s (1992) theory as the framework, the researchers extract the values of the trainees and then construct the environmental management and training performance to non-competent authority environmental business units.
This study takes different cases as the main axis, also collects the related documents of the cases as the source for data analysis. Furthermore, the researchers analyze the interviews of the participants in detail and carry out the performance indicators of the public sector implementation of environmental education. The environmental education performance indicators constructed by this study are divided into three stages: the stage of input, the process stage and the results. The aspects of the environmental education are cognitive aspect and the action aspect, including "power", “achievement", "benevolence", "hedonism", "conformity", "security", “self-direction", "stimulus" and "universalism" ,etc.
The performance indicators constructed by this research are different from those in the past, which were focusing on the number of participants and the time they participated. On the contrary, this study has taken the bottom-up perspective, treating the participants as one “whole” person. The main purpose of the study is to focus on groups, to observe individual communication between each other, to stimulate of the value of creating, to form a consensus, internalization into the organization spirit, and to benefit the unit to by understanding the environmental education training can elevate the quality of the organization. It is expected that the results of this study and the proposed suggestions can be used as a reference for government agencies and private enterprises to evaluate the implementation of environmental education and the future.
