The proportion of the older-adult population will increase substantially, which will directly influence the domestic workforce as well as social and economic development. In this study, a case study method is used, and the effectiveness of the case is analyzed qualitatively and quantitatively. In this study, we adopt active aging as the basic developmental principle. This principle will be implemented by enlisting volunteers and guides to assist with learning activities for older adults. Our research objectives are as follows: 1) Identify the characteristics and limitations of active aging social services by examining a case study involving an assisted learning project for older adults and 2) explore the construction of an operational model for a social enterprise that focuses on assisted learning for older adults under the principle of active aging. The research procedures are divided into four parts. At Part 1, the history of international social enterprises is examined to identify key factors in promoting organizational development strategies. At Part 2, we explore the missions and activities of related domestic organizations for comparison, which will enable us to learn from the positive experiences of other organizations and discern the differentiation strategies used by these organizations in organizational development. At Part 3, we use case analysis to define the case organization’s values and characteristics. This will enhance the scope and depth of organizational planning as well as future orientations and likelihood of success. At Part 4, we explain how our model can transition into a social enterprise, as well as provide a benefit analysis by integrating the planning strategies and social enterprise business models. This will enhance the likelihood of our model’s transitioning into a social enterprise. Previous studies have shown that current domestic cases primarily focus on assisting older people in adjusting to society. Regarding specific activity characteristics and case planning and, this case study is primarily heuristic in nature, which is rare among domestic studies. By targeting the accomplishments or unique skills of older adults, the confidence and willingness of older adults to socialize can be enhanced. This assists older adults in adjusting to aging and can contribute to their self-motivated concern for their environment and society. Thus, older adults can maximize their societal contributions and have a high quality of life, thereby achieving the goal of active aging. The objective of this case study is to train women to reenter the job market as qualified guides for assisted learning with older adults, increasing their employability. This study integrates the companionship of students from colleges and universities, high schools and elementary schools to create an intergenerational union that is not based on familial relationships.
