Summary: | 碩士 === 輔仁大學 === 博物館學研究所碩士班 === 105 === Since the Culture and Arts Reward Act was in effect in 1992, it has initiated displays of public arts in both public and private space. During the past decades, the flourishing development of public arts has profoundly blended into our lives. With the forms and types growing in variety, maintaining and managing public arts have become challenging. Public arts are very often viewed as attachments or decorations of the building and the fact they are the collections of the public is often ignored. Hence, current maintenance of public arts are lack of preventive conservation considerations, and neither the detailed studies on public arts deterioration nor its conservation have conducted. Nevertheless, routine maintenance works are preventive conservation practical basics. If the concept of preventive conservation can be implemented in basic cleaning and maintenance activities of public arts, it would be helpful in conserving the public arts in the future.
Based on the above motivation, with investigations of existing conditions of public arts in Taipei and New Taipei cities as fundamentals, descriptions and categories of maintaining and managing states were assessed by field observations, interviews, and result statistics of surveys. In addition, supplemented with literature references and theoretical information collected, onomastics glossary of various deterioration conditions and states were preliminary categorized and defined. Public arts were then evaluated by conservators and public art professions to further identify factors affecting public art deterioration.and giving suggestions to mitigate deterioration of public arts.
The study indicated that maintaining and managing public arts rely on periodical maintenance of the building environment. Especially, performing regular maintenance is beneficial in prevention and delay of deterioration states. Environment and works with substantial deteriorated conditions need to be evaluated and maintained more often. Maintenance tasks should include cleaning surrounding environment of public arts. Surveys of existing conditions need statements of descriptions as detail as possible. Inspections of lighting equipment and display boards of works should also be included. Public arts may not require through cleaning in every maintenance works and can be decided till next time depending on its safety and exterior look revealed. Management agencies need to develop well documented information files of public arts and systematic norms that can be followed for the ease of sustainable management.
