So improving the national competitiveness has become to the most important task for every country. According to some developed countries, Start-up business facilitate the economics growth and keep the national economic stably in the changing environment. So, in this study, I aim to find out what environment factors attract the entrepreneurship by applying of fs/QCA which appropriate for small N to large N. I use the database from GEM, which investigate the total early stage entrepreneurial activity of countries annually. In the result, there is no reasonable matches in factor driven stage. In the procedure of factor driven stage to efficiency driven stage, the "access to commercial and professional infrastructure" and "access to physical infrastructure" factors r relative important to the others in the matches. In the efficiency driven stage, there are two relative important factors, "access to physical infrastructure" and “cultural and social norms”, that effect the investment environment. Before the countries enter to innovation driven stage, “government policies”, “government programs”, “research and development transfer”, and “access to physical infrastructure” are the relative important factors in the procedure. And there are no reasonable match in innovation driven stage. On the other hand, the conclusion of the application of fs/QCA, I found that the small-N may be appropriate for special case studies between some particular countries. It means that the reasonable matches may not suitable for explaining average phenomenon between the countries, even if the consistency is over 0.72. However, the large-N may still works for matching the reasonable combinations to interpret the phenomenon in the most case studies.
