Undergoing the different regimes of the time, from the isolation policy, drawing boundary lines to the present national integration, it’s not difficult to see the indigenous regions have been quite Sinicized, no matter in environmental construction, economics or education. Historically, the development of Taiwan's democratic politics progressed rapidly, and it is still constantly changing presently. Therefore, this research aims to explore the political participation of the Indigenous
Peoples.
The early indigenous political power differs according to the tribes. Take Bunun for
example; it is a family-based race, respecting and relying on the elders’ opinions. Although experiencing different reigns, from Japanese occupation, period of martial law to the present party alternation for two times, the change of the political pattern in indigenous regions seems to be rather slow compared to the Han people. Is it because the Indigenous Peoples are accustomed to the long-term governance, or they think that the politics is unrelated to them, resulting in the sense of alienation?
When Kuomintang governed Taiwan in its early stage, the organization and management of indigenous regions was quite complete. By means of setting up public service stations and election, it bred many faithful Party members, and still has a great influence on the political pattern in indigenous towns nowadays. Although many young people are aware of the situation, and meanwhile stimulated by the external world, they still need time to adjust themselves. The Indigenous Peoples’ involvement to election campaign is the most direct way showing their political participation. Through this, they could utilize their talent and speak out for their people. However, it also affects the Indigenous Peoples’ long-term, family-centered perception. When there is an election, since everyone might support the different candidates and parties, it could sometimes cause break and isolation among families and relatives. Accordingly, it’s always the most bustling time during election in indigenous towns.
Recently, due to the promotion of transitional justice, President Tsai Ying-wen apologized to the Indigenous Peoples, which was a transformation ideologically. Whether it has practical meaning and action still takes time to be proved. What we are expecting is that if the aboriginal politicians consciously, truly put the Indigenous Peoples’ need into practice.
This research attempts to discuss the factors affecting the political participation of the Indigenous Peoples in Yanping Township from different aspects such as the internal environment, external reasons, traditional system, operation of political party and family, tribal education, religious and folk association, and application of funds, etc.
This paper includes five chapters, emphasizing on the traditional and modern development of political structure in Yanping Township through research methods such as Historical research method and In-depth interview method. The first chapter is "introduction", which describes the research motivation, purpose, methodology, range and limit, explanation of key words, research structure and chapter arrangement. The second chapter is "theoretical analysis and literature review", clarifying the meaning, theory, and pattern of political participation. The third chapter is "Yanping Township Economic and Environmental Analysis". By analyzing the traditional and modern political participation of Yanping Township, the readers might understand the present situation more easily. The fourth chapter is "the analysis and discussion of the research data", discussing the extent and factors affecting the political participation of the Indigenous Peoples in Yanping Township through analyzing the results of interviews. The fifth chapter is "conclusion", focusing on the research findings, and making recommendations for the future.
