Summary: | 碩士 === 佛光大學 === 管理學系 === 105 === The purpose of this study is to explore the relationship between competency-based training and the benefits and shortages of public procurement implement. It’s necessary to use construction competency as appropriate training which makes all construction procurement personnel not only understand the content of the related laws but also realize the positive goal of procurement. It’s an important issue about how to get the appropriate quality of products with reasonable cost from tax. For achieving this target, appropriate training will be necessary.
A whole training program must include training needs assessment, planning, implement, and evaluation. The training program is designed from the competency-based needs of the trainees. Reviewing the past Government procurement training, the author didn’t find the difference of the training programs given to the specific procurement fields. This study was to explore the competency of public construction procurement and to figure out whether the current job-related procurement training can satisfy the public construction procurement personnel or not.
This study was conducted by AHP analysis. The results found out the important factors of construction procurement are construction characteristics, procurement competency, and Government procurement; the important factors of construction procurement training are curriculum design, teaching faculty, and training period. Hopefully the results of this study can contribute to the issues about public construction and improve the training of the specific duty personnel.
