Taipei Veterans General Hospital consists of 5 branch hospitals. Taichung Veterans General Hospital consists of 2 branch hospitals. Kaohsiung Veterans General Hospital consists of 2 branch hospitals. Each branch hospital operates a HDR that is seen as a decision making unit. This study integrated Data Envelopment Analysis (DEA) and Balanced Scorecard (BSC) approaches to measure four types of individual performances in terms of financial measure, customer measure, internal business process, and learning and growth measure. The study applied output-oriented assurance region DEA to assess these four individual performances and overall performance of the 9 HDRs. This study employed cross efficiency measure to identify the best practices in individual and overall performances, and used a DEA-based Malmquist index to estimate productivity change of the sampled HDRs over a five-year period. Finally, this study used Tobit regression to examine impacts of environmental factors on the overll performance of the exampled HDRs. The results of this study find that:(1) OP is high, three are efficient;(2) LGP is high, three are efficient;IPP is intermediate high, two are efficient;CP is intermediate high, four are efficient;FP is high, four are efficient;(3) H4 is the best practice for OP, CP and FP;H1 is the best practice for LGP, H8 is the best practice for IPP;(4) H5 experienced CRS over five year, majority of HDRs experienced IRS, and few HDRs experienced DRS;(5) a HDR with a high level of OP tends to have a high level of FP;(6) all of the HDRs have progress in productivity, this is caused by progress in efficiency changes and technology channge;(7) the location of HDR in a suburban area has a negative impact on the overall performance of the HDRs.
