The supervisory authorities (engineering consulting companies) that belong to Level 2 of the system, have to, beside of undertaking the necessary supervision and inspection in accordance with pertinent regulations in order to ascertain the quality control in public constructions, play fine roles mediating the construction firms (Level 1) and the competent administrations (Level 3). Whether the consulting companies can implement the Level 2 assurance system effectively, including the supervisions and instructions on the matters that assure the project could be accomplished in accordance with the original plans regarding time table, quality specifications, budget and categories, makes the greatest safeguard for the competent administrations and our citizens. The situations during the past few years such as the delay of the constructions and public security issues or even incidents induced from substandard engineering indicate that all-round reviews of and resolutions to the difficulties the Level 2 consulting companies have been facing are needed. The investigation is based on related literature on the content and obligation of the task of supervisory officials; further more, interviews with experts and questionnaires output both the understanding of the operation of engineering consulting companies and the predicaments the supervisory officials are confronting. Adopting fishbone diagram and Pareto chart, the causes to and factors of the unsatisfactory implements of supervisory operation are analyzed and identified. Then, the causal relations thereof are determined with the method of systems thinking, so that empowerment strategies could be developed. Abstract The investigation concludes three key problems in the three-level assurance system: too much paperwork in quality control, too much tasks from competent administrations and overburdening of the consulting companies. These are the problems of management, and hence “Project Management Body of Knowledge” are introduced to respond these problems. The standardization of the three-level quality assurance system, the establishment of its procedure and formats, and the accumulation of experiences will amount to a project management system. When it is combined with IoT and intelligence technology that return the onsite supervisory data, the errors of the unexperienced employees in consulting companies and the cost of their training will be largely reduced; not only the efficiency and accuracy of the engineering but also the employees' sense of accomplishment and happiness will be produced, so that the forward circulation of the three-level assurance system in public constructions can be formed. 陳昶憲 2017 學位論文 ; thesis 83 zh-TW
