Application of Integrated Systematic Thinking and Project Management in Water Quality of Sun-moon-lake

碩士 === 逢甲大學 === 專案管理碩士在職專班 === 105 === The sun-moon-lake in Taichung Park is a closed lake. The lake was suffered from the odor and water pollution problems due to limited water intake, serious siltation, extensive algal blooms and poultry excreta pollution. The Taichung city government carried out the sediment dredging and odor treating project to enhance the Taichung Park and the surrounding environment quality in 2016. In the implementation phase of this project will meet many difficulties, such as cannot damage the monuments and ruins, surrounding residents conflicts, to maintain the safety of tourists during construction and cannot affect urban transportation, and so on. The Taichung city government hoped that this project must be completed before Lantern Festival. The life duration (including planning, design, supervision and construction, closed) is only 240 days and no delay. So how to overcome the aforementioned difficulties, find a solution to make the project as scheduled, as quality, as budget, and less sequela after completion is a major challenge. In order to make the project achieve the goal, this study used the fish-bone map to identify the root-cause of the problem and then use the systematic thinking method to connect the causal relationship each other to develop a solution countermeasures. In the design and construction phase, we imported the project management knowledge including integration management, scope management (WBS), time management(network map, critical path, shrinkage method, quick follow up method), cost management(WBS work package control), the quality (Wing), the cost (WBS work package control), the quality management (ecological sustainable engineering), the risk management (contingency plan), the stakeholder management(requirements and communication). In the construction process, we use a one-page project management chart and the current audit to monitor and develop changes in the management process and rules to avoid over construction of the project. In the closure process, we build the Lessons Learned documentations to be the templates for the other projects. In a conclusion, we use the systematic thinking method identify the root-cause of the problem and to develop a solution countermeasures for the odor and water pollution problems in the sun-moon-lake. The project management method is introduced so that the project can be completed in advance within the limited cost. The Lantern Festival Lantern Festival will be held successfully. The government and the public spoke highly of the organization and also set up the organization process assets.
