Alongside an increase in the number of re-consolidated areas, there is a shift in the purpose of these re-consolidated areas. Many potential solutions have been put forward, but the majority of these are based on holistic theory of urban or economic indicators and fail to consider actual human behavior. To fill this gap, this paper proposes applying data related to human trajectories within the city to genetic algorithms and skyline queries. First, we will assign subjects to various categories according to their movement patterns based on flow analysis. Second, we will randomly move subjects from different categories and areas into a re-consolidated area, forcing these subjects to consider the re-consolidated area as their main living space. We will then use genetic algorithms to obtain an optimized solution for the skyline distribution results to meet the requirements of urban development. Skyline distribution is a multi-conditional query method which optimizes a solution set based on multiple sets of criteria for decision-making. This approach should provide an efficient allocation strategy for re-consolidated areas to help ameliorate problems associated with city planning such as traffic and population congestion. To confirm the effectiveness of the proposed approach, we will conduct an experimental analysis. Since data related to the movement patterns of city dwellers is difficult to acquire, this paper will conduct flow analysis of the movement patterns of students enrolled at Feng Chia University.
