In this research, we propose the evaluation-based BIM team as the cooperative BIM platform that can integrate staffs, working process, and tools. The conditions to shape the evaluation-BIM team includes 1. Play the platform role, 2. Pre-simulate the whole process, 3. Manage the data and duty, and 4. Conduct the cooperative and coordinate meeting. According to those four conditions, we plan the relationship of stakeholders, and design a new operation framework to improve the construction process. Based on the novel BIM-based construction process, this research takes the clash detection as an example to develop a soft conflict checking system. There are four types of soft conflict including design conflict, demand conflict, construction conflict and maintenance conflict. The checking method of soft conflict includes height, distance, path and order. we use the distance method to develop the soft conflict checking system prototype called BIM-SCD (BIM Soft Conflict Detection). To demonstrate the performance of BIM-SCD, we use the practical project to test it. In addition, we also conduct the questionnaire to interview potential users for more qualitative feedbacks.
