This nation is facing the challenge of increasing requirements for industrial district, the difficulty of planning new industrial district, and the conflicting need for land between industry and agriculture. Therefore, the management of industrial districts, environmental protection, rural development and the like are now important issues that need to be tackled during land planning.
For the industrial district that were designed during urban planning, the land use are regulated by zoning and most of them have no comprehensive development plan. However, these industrial districts were underdeveloped due to different reasons like urban structure and location features, and case studies are required to elaborate them. The Zhao Liao Industrial District in Houli District of Taichung City has been underdeveloped since 1963. In place of roads that were needed by the companies set up there are some irregular alleys. Therefore, the development of the area was extended along these alleys. As for the unconnected but developed areas, they were mostly connected to the alleys or roads during urban planning and the road connections were funded by private developers.
Because of the huge number of private owners, it would be too expensive to implement a comprehensive road network and therefore the network was never implemented. For the lands that were close to the roads being planned, they were mostly owned by private owners. The ownership structure also contributed to the underdeveloped situation of the area. The analysis of ownership of the undeveloped area revealed that the complexity of ownership and coordination problems increased the cost of land development.
This study employed the study methods of literature review, case study and transaction cost analysis to evaluate the case of Zhao Liao Industrial District. The study reviewed literatures on the history of development, the history of urban planning and the ownership structure of the undeveloped area. This study summarized the reasons for the underdevelopment industrial area are relationship with the poor infrastructure and ownership structure. It also discussed the issues of transaction cost and property right with the simulation of the development mechanism. This study compared the pros and cons of different mechanisms based on transaction cost analysis. With an appropriate development mechanism, the government or private developers may improve the situation of underdevelopment and provide a relatively industrial-friendly environment.
