According to the most recent law, the elements of neighboring damage are constructions that induce lateral retaining wall displacement, which leads to ground surface settlement at the back of retaining walls. Laws also acknowledge these behaviors as infringement, and the builders are responsible for the neighboring damage disputes induced by construction. Based on such laws, even if builders accept advice from consulting and inspection organizations and improve the land quality to enhance retaining walls before construction, the disputes arising from neighboring damage can never be eliminated but can only be reduced. According to this fact, the author reviews the neighboring damage problems induced by construction, and finds that for buildings in metropolitan areas, regardless of age, the area of ultimate foundation bearing capacity or stress contours exceed the property lines in most cases, which indicates that interactive infringement behaviors do undoubtedly exist. In this case, the reason for neighboring damage induced by construction is that the infringing part derived by the first builder is excavated. In this regard, only in the cases where no infringement behaviors occur on either side, can the neighboring damage disputes be eliminated. Therefore, the author proposes null-neighbor-damage methods corresponding to ultimate bearing capacity contours, stress contours, decline of underground water table distribution, underground water table distribution in the pressure aquifer of shear banding tilted slopes, and distribution of ground surface settlement induced by lateral retaining wall displacement. Then, by taking Cathay Pacific Tienmu Shopping Mall as an example, the author further demonstrates some problems that have not yet been understood. Finally, to make zero the neighboring damage disputes, the author suggests that the government redefine the elements of neighboring damage infringement by only matching the elements of infringement to the cases where neighboring damage induced by construction can be eliminated. While in the cases where foundations are required to be close to the property lines, regardless of the order of construction, it is suggested that the government demand a nonyield cutoff wall before construction to avoid the cross-section of ultimate bearing capacity or the stress contours exceeding the property line. This type of wall can also prevent excessive decline of the underground water table induced by draining water from areas outside of the property line. This is more crucial for areas on shear banding tilted slopes because these areas are more sensitive to earthquakes and the flow of underground water and therefore, the construction requirements of buildings must be strictly regulated.
