Scavengers are gathering the valuable solid waste for a living; its contribution to the environment can’t be dismissed. Scavengers’ recycle profit is much lower than other job’s salary, and the labor force is lower than normal people. The scavengers are the minority group in this society and what we considered now is setting scavengers into regular recycling system. Most of the community manager outsourcing their domestic solid waste to privatizing waste sector, which is a private recycling plant that government can’t easily supervise. In order to reduce community’s recyclable waste unsorted conditions and to help scavengers having a stable income, setting scavengers into community’s recycling process can reach a win-win situation. This thesis model priority aims to maximize the scavenger’s earning, minority aims to recycle community’s solid waste completely. Within two aims, we considered neighborhood models to explore optimal stationed point, multiple objective programming, method weighting and the difference of neighborhood.
