碩士 === 健行科技大學 === 企業管理系碩士在職專班 === 105 === Taipower Company has three sections, power generation, transmission/distribution, and sale department, and operates vertically integrated. Due to the non-free competitive market and intervenes from government, the electricity price cannot be reflected the cost basis, there is not a transparent reasonable and comparable key performance index between three sections, the investor have the entry barriers as well. Current policy on power plant and distribution grid separation was planned. This study employs a qualitative research method, literature review and in-depth interview, for analyzing and discussing the optimal business model of transmission department of the Taipower Company towards the power plant and distribution grid separation policy, the internal and external business environment, organizational planned change and risk management. The suggestions and conclusions include the rights and obligations between line maintenance units and equipment suppliers and pricing policy for avoiding cross-subsidization. Finally, this study provides recommendations for future research on this study field.
