The total number of police forces in Taiwan is 73,900, including 69,285 sworn officers. There are 41,535 rank and file police officers and 14,066 sergeants, and the percentage of those rank and file and sergeants among the sworn officers is 80.25. Although these eighty percent of police force strength are working on the street and taking heavy responsibilities, the prospects for their promotion to upper rank such as lieutenant are very bad because the posts of lieutenant are so limited. Therefore, the major purpose of this thesis is to study the promotion system for lower level police officers in order to motivate them and improve organizational effectiveness. This thesis is divided into five chapters, the first chapter is the introduction; the second chapter is the literature review to discuss the factors that affect the promotion system of lower level police officers in our country. Those factors affecting the promotion system include police recruitment, position structure and police education and training. In addition, the author also discuss how does the promotion system affect the police morale and organizational effectiveness. The third chapter will compare the Taiwan police promotion system with that of UK, USA, Japan, Korea and Mainland China. The fourth chapter is empirical study using the methods of focus group and depth interview. The five and final chapter is conclusions and found out as the following: first, the proportion of promotion to lieutenant posts should be 50-50 from inside and outside; second, the number of lieutenant posts should be increased; third, the current dual-track recruiting system may continue and incorporate with current police education and training systems; fourth and most importantly, the threshold of lieutenant post should be amended. 朱金池教授 1060 學位論文 ; thesis 187 zh-TW
