However, there are still six cases that firefighters sacrificed when they rescued disasters from 2013 to 2016, and four of them resulted from sudden drop of the fire scene. In these cases, the temporary composition teams of supporter couldn't exert high performance. In this study, the "catastrophe adaptability" was set as the performance target, and the Taoyuan Government Fire Department which occurred to death of firefighters recently was set as the object. This study would calculate the weights of the disaster resiliencies by literature reviewed, case studied, Delphi method, consistent fuzzy preference relation, and in-depth interview. The study found that among the weights of the disaster resilience at all levels, the first was "the efficiency of the resources being dispatched" (weight 31.5%), the second was the "quality of the accident action plan" (weight 27.2%), the third (weight 24.4%), and finally for the team cohesion (weight 16.8%). If the respondents are divided into experts and scholars, the central unit (policy formulation), local units (policy planning), local units (policy implementation), Taoyuan City, Municipalities, the weight of the order is also different. After comparing the differences of each group, it is suggested that the Taoyuan Government Fire Department should re-examine the dispatching model, strengthen the training of the dispatched personnel and the familiarity of each fire squad, combining the dispatching model with the concept of cooperative cooperation. The other suggestions included developing plan in stage and accident action guide, training groups composed by members from the same administrative area or fire brigade, and increasing the team cohesion.
