| Summary: | 碩士 === 中央警察大學 === 行政管理研究所 === 105 === The train transportation system in Taiwan includes Taiwan railway and high speed railway both are mainly traffic tools. The train stations also become city centers. However, with the time changes and clients increasing, the criminal issues happened continually. From the railway murder case in 2006 to coach explosion case in 2016, these two cases are both typical examples of damaging the law and order. How the railway police officers maintain the safety under the circumstance of shortage human resource becomes an important issue.
This study adopted the theories by 60 strategies from Ronald V. Clarke and John E. Eck, environment criminology, daily activity theory and so on. Furthermore, this research analyzed the existed studies and illustrated the environment and resources of the railway police. Moreover, the study analyzed the official statistics and documents to build up the model of railway crimes. On the one hand, there are crime cases analyzed during 2006 and 2015. On the other hand, 773 cases summaries were decoded to realize when, where, what and how characteristics in order to find out the hotspot.
There are four findings of the studies. First, there are environment characteristics of the railway police. Second, there are similarities and differences between railway police and general police. Third, the number of railway criminal crimes in the past 10 years is consistent. The numbers of robbery and against public safety are decreased. The number of offences criminal conversion is increased. The number of offences of forging documents is increased then consistent. Fourth, there are hotspot of when, who, where and what.
There are four perspectives of the research suggestions- object, strategy, focus and method. At the object perspective, excepting the police officers, it also needs to include railway transportation firms and clients. At the strategy, it needs to increase the difficulty of convict crimes, raise risks, decrease awards, and weaken motivations. Third, focusing on when, who, where and what of the hotspot. At the enforcement method, the police officers should use technology skills to improve investigation ability.
