Summary: | 碩士 === 中央警察大學 === 刑事警察研究所 === 105 === During murder investigation, family liaison is the most critical and conflict point between police and victim’s families. This study looks into the Police Family Liaison Officer (PFLO) system in UK to examine its philosophy, development and organizational operation model, and analyze the meaning of the FLO system in the practice. This paper demonstrates how PFLO in UK could contact with victims’ families during murder investigation in more professional and humane ways that can also promote investigation efficiency and bring better quality of victim protection.
This research uses qualitative research, through in-depth interviews with five criminal investigators and three senior investigation officers to explore the interaction, situations and dilemmas between criminal investigators and victim families in Taiwan during murder investigation. Finally, four suggestions are presented below for Police Family Liaison Officer (PFLO) system in Taiwan: firstly, to build and deepen the organizational philosophy of police–victim service, secondly to establish constructive regulations to guide criminal protection officers in the implementation of family liaison work, thirdly to establish training for delegation and formation of exit mechanisms for PFLO, fourthly, to improve professional criminal investigations through the delicate operation of communication with victims.
