According to the budget and plans to build CCTV, it is not difficult to find the government pay attention to the use of CCTV to maintain law and order. Whether in the use of criminal prevention or criminal investigation, CCTV plays an important and indispensable role in public safety. It is also foreseeable that investigating criminal cases by using CCTV will be increase in the future. How to use these security weapons which cost hundreds of millions to investigate crime, it will be an important issue for police. This study interviewed 13 investigators and selected 10 cases for analysis attempts to understand whether there are certain access patterns or procedures to improve the effectiveness of the investigation, using CCTV from the point of view of the investigators, and to discuss the use of CCTV to carry out criminal investigation for police officers and provide the precautions for this study to practical units. Through the" in depth interview" and "case analysis" approach, explores the practical operation of surveillance video system in criminal investigation, common ways of overriding camouflage, as well as possible problems and difficulties encountered. It is expected to integrate a systematic, functional access model to improve the performance when using CCTV for criminal investigation. It is found that the CCTV of some counties and cities have not yet completed the integration, While in the system integration, it is combined with a Vehicle Plate Recognition System. When the investigators access CCTV to carry out criminal investigation, most investigators will take the "crime scene" as the starting point, to grasp the characteristics of the perpetrators first, aim at the specific target image, and begin to carry out image search. The image search section is roughly divided into "concentric circle" and "mobile path" to access mode. When the investigators access CCTV, they often encounter the suspects appear to deliberately avoid CCTV shooting coverage. How to respond effectively becomes the key to solve the case for the police. According to the findings of this study, put forward research suggestions of " handle the relevant class of Closed Circuit Television System", "Integrated a Vehicle Plate Recognition System fully", "use the Line group to form an image search network", "build a private CCTV distribution map", "Set subsidy budget to encourage people to set up CCTV " pictures, and" enterprises, organizations to provide CCTV ".Follow up research suggestions includes "conduct transnationally analysis", "expand the scope of study" and "interview offenders" for the follow-up study.
