It is a big challenge for law enforcement agents to identify the vehicles and catch the hit-and-run drivers. According to the current Code for Road Traffic Accident Investigation, hit-and-run cases do not require support from the criminal scene investigation agency, except A1 cases, in which victims die at the scene or within 24 hours. However, investigations of hit-and-run cases need cooperation among the traffic accident scene investigators, criminal detectives, and forensic professional agents. Duty assignment and communication and cooperation platforms among these agencies are critical factors for successfully identifying the hit-and-run drivers. This study reviewed the methods for hit-and-run case investigations. Hit-and-run cases from 2011 to 2015 in Taipei were used to analyze the characteristics and critical factors for identifying hit-and-run drivers. A survey was also conducted to gather the opinions from traffic scene investigators, criminal detectives, and forensic examiners for critical issues of investigation stages and processes. The issues included: speed of cases reported and received, administrative duty and data collection, process of scene investigation, and investigation technologies. Strategies for each stage of investigation were proposed based on the criminal investigation theory and technology.
